PC12 is a Superset of LR12. Think of PC/ALM as friendly web shell layered over multiple LR controller and load generator instances for the management of requirements, tests, test results, test artifacts and (critically at least prior to LR/PC12 - can't speak to current license) if you wanted remote access to execute then you needed PC installed for that type of licensed use.
