Hello! I was wondering if somebody could explain to me the value of LoadRunner in comparison to simply hiring a Developer to manually fix issues prior to deployment? Cost benefit? Many thanks!

Well, I could go on for a while on this. It is a valid question that you ask. The first point is that manually fixing issues is just that: manual. When you use LR you can create scripts to repeatedly run against your app to test and validate tuning enhancements. You can also quickly scale up and down the volume of usage against your app. LR also has a wise variety of monitoring to go along with robust, best in industry scripting for many application types.

How will your developer identify the issues to fix which occur only under load without a way to test the system under load?

There is one way to identify performance errors without the tool - Production. Imagine your site going down during pick holiday shopping. How much money will company loose due to site down?

Logan appears to work for a government contractor, so probably the better example is healthcare.gov, a classical example of poor software performance engineering practices.
