For scaling down test environment with respect to production, i have a situation where i have a sever with 8 cpu and 16gigabyte memory in production, and for test i have got 4 cpu and 16 gigabyte. Do you say since test processor is 50% of production, we confirm scaledown % is 50%?

Yes consider clocl freqiency is same in both env.

There are some factors which you can consider. 1) Clock frequencies 2) Core counts 3) Which CPU - For Ex., Intel Xeon or AMD Opteron 4) NUMA configuration - single or multiple. Important if its a DB. 5) Try out some CPU benchmarking - Passmark, etc.
