You could read the Controller user manual that ships with LoadRunner. I don't think anybody could do a good job of explaining it better than what is mentioned in there.
As much as I complain some days about certain HP products in actual use, I will commend HP and the documentation group!! The manuals for LR/Performance Center have been quite good especially >8.1 days Thanks!
